ABOUT THE OFFICE OF STATE PLANNING COORDINATION
The Office of State Planning Coordination is part of the Budget Development, Planning, and Administration Section of the Office of Management and Budget. The Office of State Planning Coordination's mission is the continuous improvement of the coordination and effectiveness of land use decisions made by state, county, and municipal governments while building and maintaining a high quality of life in the State of Delaware.
The Office meets its mission through:

Effective coordination of state, county and local planning efforts;

Coordinating state agency review of major land use change proposals prior to submission to local governments;

Research, analysis, and dissemination of information concerning land use planning; and

Aiding the effort of the state to meet the information needs of state agencies and local governments, especially in the realm of spatial data and Geographic Information Systems (GIS).
The Office of State Planning Coordination provides staffing to the Advisory Council for Governor Minner's Livable Delaware initiative and to the Cabinet Committee on State Planning Issues.
Chapter 92 of Title 29 of the Delaware Code requires State agencies to review major land use change proposals prior to submission to local governments via The Preliminary Land Use Service (PLUS), coordinated by the Office of State Planning Coordination.
